Burnaby Retrofits Show How Affordable Housing Can Become More Climate-Ready
Affordable housing is often discussed in terms of supply, rent, and speed of delivery. Those remain essential. But the Burnaby retrofit funding announced by the federal government also highlights another practical question: how can existing homes become less expensive to operate, more comfortable to live in, and better prepared for a warmer, more volatile climate?
According to Canada Mortgage and Housing Corporation, more than $29 million in federal funding will support upgrades to 284 rental homes across three Burnaby projects, including the Post 83 non-profit co-operative housing building on Mayberry Street. The planned work includes high-performance windows and doors, new roofing and insulation, upgraded heating, cooling and ventilation systems, energy-efficient lighting, modernized elevators, and rooftop solar panels.

For green building readers, the most important detail is that these are retrofits, not replacements. Extending the useful life of existing buildings can be one of the lower-carbon choices in housing, because it avoids much of the embodied carbon tied to demolition, new materials, transport, and construction. When an older multi-unit building can be upgraded instead of torn down, the environmental value is not only in the energy savings. It is also in the carbon that does not need to be spent again.
The building envelope improvements are especially meaningful. Better insulation, roofing, windows, and doors reduce heat loss in winter and heat gain in summer. That lowers the demand on mechanical systems and can improve comfort immediately, particularly in apartments that have historically been drafty, overheated, or difficult to cool during heat events. In a city like Burnaby, where damp winters and increasingly intense summer heat both matter, envelope upgrades are a resilience measure as much as an efficiency measure.
Mechanical upgrades also deserve attention. Heating, cooling, and ventilation are where affordability, health, and climate adaptation meet. Solar panels on multi-unit housing will not solve every energy cost challenge on their own, but they can offset common-area electricity use and improve long-term operating stability. Paired with efficient lighting and elevator modernization, on-site generation becomes part of a broader building performance strategy rather than a standalone symbol.
The funding also points to a larger policy shift. Programs such as Canada Greener Affordable Homes and the Affordable Housing Fund are treating aging affordable housing as infrastructure worth reinvesting in. That matters because the lowest-cost home for a household is not only the one with affordable rent. It is also the one with manageable energy bills, safer indoor temperatures, and fewer repair disruptions over time.
For homeowners, strata councils, co-ops, and housing providers, the takeaway is straightforward: start with the building envelope, plan mechanical upgrades carefully, and look at clean energy only after efficiency needs are understood. Sustainable housing works best when it is practical, sequenced, and tied to comfort. Burnaby’s retrofit projects are a reminder that climate-ready homes do not always begin with new construction. Sometimes they begin by improving what communities already have.
